Box 1303 Boulder, Colorado 80306 Phone: 303.444.6602 <br />Mr. Michael Cunningham <br />Colorado Division of Reclamation, Mining and Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado, 80203 <br />Dear Michael: <br />July 27, 2011 <br />Re: DRMS Permit No. M-1981-302 (Deepe Farm Pit) Technical Revision - 08 <br />As requested in your April 26, 2011 Inspection Report of the Deepe Farm Pit and <br />on behaWot tOperator the University of Colorado Boulder please accept this request <br />for approval of Technical Revision -08. <br />This Technical Revision (TR) pertains to work related to the Deepe Farm Pit levee. <br />On September 15, 1997 the then Division of Minerals and Geology (Division) approved <br />Western Mobile Boulder, Inc.'s (the previous Operator) Technical Revision No.TR -6. <br />The purpose of TR -6 was to "Modify the side slopes and final elevation of a portion of <br />the berm (aka levee) along the southeast side of the Deep Farm Pit." Under TR -6, the <br />Division stipulated (S -1) that the Operator submit a construction report related to work <br />done on the levee. Stipulation S -2 stated that "All areas on the out side of the levee must <br />be protected by the establishment of vegetation or the placement of riprap. If riprap is to <br />be utilizes, the rock must be durable and non - slaking. " Both of the stipulations were met <br />by Western Mobile Boulder, Inc. following completion of the work on the levee under <br />TR -6. See attached September.15, 1997 DMG TR -6 approval letter. <br />On August 24, 1999 a report to certify the Deepe Farm Pit levee was submitted to <br />the Federal Emergency Management Agency (FEMA). The following year FEMA issued <br />a temporary certification of the levee with the understanding that the levee was to be re- <br />evaluated based on new studies of the 100 -year flood and 100 -year flood plain of South <br />Boulder Creek conducted by the City of Boulder. In 2007 and 2008 the studies of the <br />100 -year flood and flood plain were submitted to FEMA. <br />In 2008, as the result of the 2007 and 2008 South Boulder Creek 100- year flood <br />studies, portions of the side slopes and elevation of the levee were furthered modified. In <br />particular, additional riprap was selectively installed along areas of the levee and the <br />elevation of the levee was raised in two locations.
