In response to the DRMS request, page 118 of the P.A.P. has been revised to update the equipment consist, and also to indicate that CEC is deferring to the process for reclamation cost estimates developed by DRMS using "CIRCLES" software. Further, CEC proposes to include the most recent copy of the Reclamation Cost Estimate for Bond Calculation as Appendix "S ". Pages 119 through 123 have been replaced. Three copies each of pages 118 through 123 are enclosed. 7. As per the phone and email communications, Appendix L -5 and Appendix M -1 have been modified to show that the Permit boundary does not close over the main access road in the SE/4 of Section 25, but extends further in accordance with Appendix A -1, the Permit Area Map. Three copies each of Appendices L -5 and M -1 are enclosed. 8. In accordance with the DRMS suggestion, Section 2.04.10(2) has been modified to document the discontinued use of the reference areas (Valent and Osgood) for vegetation comparison purposes. Copies (3) of the revised page 78 are attached. 9. Again, and in response to the suggestion from DRMS, modification has been made to Section 2.05.4, page 116 ( "Determining Final Revegetation Success ") to indicate that the Osgood Sand Reference Area is no longer sampled. Three copies of a revised page 116 are provided. Addition: The changes, as suggested and as proposed, to the Permit (P.A.P.) text necessitate reworking of the index pages. Therefore, CEC is also enclosing three (3) copies each of, the Table of Contents, the Volume III index, the Appendix R index (updated) and the Appendix S index (added). CEC believes that these proposed modifications to the P.A.P will address the concerns raised by DRMS.
