PERMIT #: M -1977 -493 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: July 22, 2011 <br />OBSERVATIONS <br />This was a routine monitoring inspection for the Climax molybdenum mine, a 112d -3 hard rock mine operated <br />by the Climax Molybdenum Company — a division of Freeport McMoRan. This site is located at the summit of <br />Freemont Pass on Highway 91. DRMS representatives for this inspection Tony Waldron and Eric Scott arrived <br />on -site at approximately 10:20. DRMS was guided/accompanied on the inspection by Climax representatives <br />Ray Lazuk and Brian McGill. The inspection started with a short overview of ongoing and proposed future <br />activities with the mine operations manager. DRMS was informed during this meeting that the Ceresco Ridge <br />road will likely be re- routed from the location proposed in AM -06. This route change and any other <br />modifications will need to be submitted to DRMS for approval as a technical revision (TR) as soon as planning <br />is completed. Climax and DRMS also agreed that a copy of the current SPCC plan and any modified <br />subsequent SPCC plans will be provided to the Division to document the locations of any tanks containing <br />petroleum products on site, and all protective measures associated with those tanks. <br />There is a significant amount of construction activity on -site associated with preparing the operation for a <br />scheduled 2012 restart of full -scale mining operations. DRMS was informed that there are currently over 900 <br />contractors working on site, in addtion to the Climax Mine staff. DRMS attempted to get a good overview of <br />current and proposed site operations during this inspection. To this end, this inspection included overviews of: <br />the "camp" area including the construction of the new mill and supporting facilities, the open pit cleanup work, <br />installation of a new process water pipeline (TR -17), McNulty waste rock area, ongoing and completed <br />reclamation activities associated with Robinson Pond, Eagle Park reservoir, and Robinson Lake after the <br />removal of tailings and sludge as approved in TR15 and TR16. No mining /milling is currently taking place. <br />Robinson Lake has been refilled with process water to within a few feet of the holding level approved in the <br />stipulations of the approval of AM -06. DRMS also visited the proposed groundwater monitoring well locations <br />to be submitted in the new Environmental Protection Plan (EPP).
