ALBERT FREI & SONS <br />July 19, 2011 <br />Mr. David Bird rr <br />Division of Reclamation, Mining & Safety <br />1313 Sherman St., Suite 215 <br />Denver, Co 80203 <br />Dear Mr. Bird; <br />RE: Stagecoach Pit - Permit #M- 1983 -067 <br />"Monitoring Reduction <br />We are asking for a reduction of the number of times yearly that <br />Groundwater monitoring is required. Currently the permit requires monthly <br />monitoring for each wells around the site. We have supplied since August 2009 <br />with our Annual Reports. Prior to that Lafarge was the operator and they <br />supplied the data sporadically from 2002 to 2008. Albert Frei and Sons and <br />Lafarge have accumulated nearly 9 years of data. We believe this data base <br />accurately portrays the annual changes in ground water elevations and allowing <br />us to reduce the monitoring frequency from monthly to quarterly. We propose <br />starting quarterly monitoring in August 2011 and then every 3 months there <br />after. During this year of quarterly monitoring, if we receive any complaints <br />or see a significant change in the elevations we will resume monthly <br />monitoring. On the other hand, if during the first year the elevations are <br />consistent with historical readings we then propose suspending monitoring at <br />the end of the second quarter 2012. The Division will be supplied the 4 <br />reading in order to confirm that monitoring is no longer required. <br />The level control structure we installed in 2010 has succeeded in keeping <br />the groundwater level near their historic levels.
