Compliance With Mine Plan N - Support Facilities Not On-site <br /> R -Other N -Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Deserado Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation,Mining and Safety(Division). Scott Wanstedt of Blue Mountain Energy accompanied me on the <br /> inspection. The mine was currently mining coal, shipping coal and hauling refuse to the refuse pile. The Division <br /> recently proposed decisions to approve Permit Revision 07,which adds 200 acres to the permit boundary and <br /> Technical Revision 68, which approves the B-Seam dewatering system. The mine received approximately 0.2 <br /> inches of rain the previous night and has received rain off and on all summer. The weather was warm and sunny <br /> and the ground was damp and muddy in spots. <br /> AIR RESOURCE PROTECTION—Rule 4.17: <br /> -The mine site received rain last night and has received rain off and on for the last few weeks. There were no <br /> problems with fugitive dust on the haul road,conveyor corridor road, any of the light-use roads or the refuse piles. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6;Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4;Effluent Limits 4.05.2; Ground Water Monitoring <br /> 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br /> 4.05.9; Stream Buffer Zones 4.05.18: <br /> - Sediment pond DP-1 contained water approximately two feet below the discharge pipe and was not discharging <br /> through the weep hole. The pond embankment was well vegetated and stable and no erosional problems were <br /> noted. The emergency spillway is a riprapped,open channel. The spillway was stable at the time of the <br /> inspection. There was some sediment at the inlet of the pond but it is not above the maximum storage level. <br /> -Sediment Pond RP-1 was dry at the time of the inspection. The embankment was well vegetated and stable and <br /> no erosional problems were noted. <br /> -Sediment Pond RP-2/3 was dry at the time of the inspection. The west cell contained water approximately two <br /> feet below the top and was not discharging into the main pond. The east cell contained water approximately three <br /> feet below the top and was not discharging into the main pond.
