MANAGEMENT <br />July 18, 2011 <br />Mr. Mike Boulay Q 2 <br />Division of Reclamation, Mining and Safety 0- 2 ama � t on, <br />101 South 3 Grad Junction, CO�81501 301 O,v` ` a s�te'►) <br />qp�r <br />Re: Snowcap Coal Company, Inc. <br />Technical Revision Application <br />Revise permit boundary, hydrologic monitoring and reclamation plan <br />Permit No. C -81 -041 <br />Dear Mr. Boulay: <br />On behalf of Snowcap Coal Company, enclosed is an application for a technical revision to change the <br />permit boundary, along with the surface, mineral and affected acreage, to reflect Phase Ill bond release of <br />acres located at the Unit Train Loadout, Railroad Loop, Overland Conveyor and South Portal as approved <br />by the Division in SL -5, SL -6 and SL -7 Bond Releases. Snowcap Coal Company is also asking that one of <br />its surface monitoring points, SWGS -08, be suspended from the monitoring program and the approval to <br />retain specific diversion ditches located at the North Decline as permanent features. This application also <br />updates previously approved hydrological monitoring changes and miscellaneous ownership and control <br />issues. <br />Enclosed are Exhibits 1, 3, 4, 12C, 46 and 56 showing the new permit boundary, requested revisions and <br />pertinent updated information. Also enclosed are revised permit pages 3 -1, 13 -10i, 14 -3, 14-4 and 18 -1 <br />through 18 -7; Tables 3 -1, 3 -2, 3 -7 and 3 -10; Figure 3 -2; and Appendix Pages A3 -1 -1 through A3 -1 -5 and <br />A14 -5-40 through A14 -5-41, along with a list of additional permit exhibits where a label will be affixed that <br />states "See Exhibit 1 for approved permit boundary as of 07/11". These labels will be sent out upon <br />approval of this technical revision. Also enclosed are the "Hydrologic Analysis" and monitoring diagram as <br />backup for the suspension of SWGS -08 monitoring and Affected Area, Mineral Ownership and Surface <br />Acreage exhibits as backup to Table 3 -7 which are not intended for inclusion into Snowcap's mining permit. <br />Please let me know if you have any questions. <br />erely, <br />Tony .
