Colowyo, C3981 -019, PR3 adequacy No. 3 23 July 22, 2011 <br />5. On Exhibit 7 Item 26 Figure 2, the vertical scale on the cross sections is I "= 200', while the <br />horizontal scale is I" = 100'. Please revise the vertical scale to be I "— 50', consistent with the <br />scale used on Exhibit 7 Item 26 Figure 1. <br />Rule 4.05.2 Water Ouailty Standards <br />1. The Division reviewed the demonstration for ring ditches around topsoil piles in Exhibit 7, <br />Item 23. The design includes the use of small, incised impoundments in combination with the <br />ring ditches. Exhibit 7 -23D Figure I shows the incised impoundments and labels them with the <br />annotation "small impoundment incised per design in XXXXX." Please provide the design for <br />these small impoundments. <br />The response is inadequate as additional information is needed. How is runoff from above the <br />topsoil stockpiles prevented from entering the ring ditch? Does CCC plan to use clean water <br />diversions above topsoil stockpiles? <br />I hr ryn.n,e i> .nlequ,ue <br />2. For any small disturbed areas as defined by Rule 1.04 (commonly referred to as SAE's) that <br />will not report to sediment ponds, please provide a demonstration that the applicable effluent <br />limits can be met using alternative sediment control methods. This can include topsoil piles <br />and areas where it is impractical to divert runoff using diversion ditches. Numerous, small <br />disturbed areas currently appear outside of sediment containment on Map 41 B. If these areas <br />are planned to be outside of containment ditches, they will need to be SAE'S. <br />The response is inadequate. In addition to topsoil stockpiles, other small disturbed areas in the <br />mine plan do not report to sediment ponds. Please provide a demonstration that the applicable <br />effluent limits can be met using alternative sediment control methods. <br />The response is inadequate. Please request a Small Area Exemption as part of this application, <br />including the appropriate information in the text nunatica mapping and modeling. <br />Rule 4.05.3 Diversions and Conveyances of Less than One Square Mile <br />The Division reviewed submittal of the revised mine plan. The following questions are a result of <br />review of the revised plan. <br />1. Please explain the rationale for construction of Porcupine Draw. Presence of a channel in pre - <br />mining topography is difficult to identify, and the channel appears to run along the side of a <br />hill. <br />The response is adequate. <br />2. Please explain the rationale for construction of stations 0 +00 to 20+00 of Elk Draw in the <br />southeast comer of Section 26.
