Rob initially related that the Pit applications were old enough to predate any concerns by Larimer County about the Russian <br />Olives, so he was sure that Russian Olives had been included in the Reclamation Plans. He said he was not aware that there had <br />been any applications with the County recent enough to have changed that. In reviewing his online records, he said the <br />Kauffman Pits had no County land use applications later than 1999, which was several years before Larimer County started <br />regulating against Russian Olives in new applications. In looking at those latest records, he said there was no mention of the <br />Russian Olives, so the earlier application materials would govern. <br />The Kauffmans asked me to forward this additional information from their Larimer County Special Review land use application of <br />1988. In particular, Mary Kauffman found their record of recommended species from the local SCS /NRCS Soil Conservation <br />District, listing Russian Olive. This attachment was included in the Larimer County Special Review application materials. <br />Additionally, Mary Kauffman has inquired with the local Larimer County Weed Management District within the last two weeks <br />specifically about the status of the Russian Olives at their sites. She was informed by the District that there would be no <br />enforcement regarding Russian Olives on their mining sites. <br />Eric, hopefully these inquiries with Larimer County are adequate for the DRMS Permit files in regards to the Russian Olives. If you <br />require additional information and backup on the issue, please let me know. <br />At this point, my efforts are continuing regarding planned TR's for both M1999 -069 and M1978 -327 to address elimination of <br />groundwater augmentation requirements with the State Engineers Office. For M1999 -069, the Kauffmans are compiling <br />information from ApplegateGroup (design), Earth Engineering Consultants (surveying), and Landmark Engineering (testing) for a <br />full document record of the large "East Reservoir" liner construction. As previously noted, this construction was performed with <br />an engineered materials analysis, engineering design, engineering plans, regular engineering observations, and materials testing, <br />all under the direct supervision of a Colorado Registered Professional Engineer. <br />For M1978 -327, we are using current (Feb 2011) aerial photography to document exact ground cover and land usage, including <br />lakes, haul roads, stockpiles, buildings, storage, processing and open space for current as well as final reclaimed Industrial after - <br />use conditions.
