EXH I BIT E (RECLAMATION PLAN) <br />1. Topsoil in part of the proposed blasting area is almost non - existent. The limestone and <br />sandstone outcrops are generally bare. (See Exhibit C -4 pages 1 thru 4). Sagebrush, cactus and <br />grass grow well in the sandy loam near the limestone. Moffat County will strip the topsoil <br />(where it exists) and stockpile it in an area protected from stormwater drainage and will seed it <br />with the seed -mix formula listed in Exhibit E -1. <br />2. The post- mining use of the affected land will be Rangeland. Moffat County will leave any haul <br />road, or access road on the reclaimed property if the State Land Board requests it. Otherwise, <br />the total property will be reclaimed according to this plan. <br />3. There will be no waste -rock dumps, tailing impoundments, underground mine openings or <br />buildings to address. <br />4. The proposed Reclamation Plan Map (Exhibit F) will assume the limestone pits have been fully <br />excavated; that they have been backfilled with excess overburden; and that the land has been <br />graded, sloped, and topsoiled at a ratio of 3:1 or flatter. (Horizontal to Vertical). <br />5. Moffat County will use berms, ditches, settling ponds and other techniques to keep the <br />stormwater drainage from flowing into (or out of) the mining areas. However, the local <br />precipitation, including the snow melt, cannot escape from the excavation pits. If such local <br />stormwater accumulates in the low areas of the pits in a substantial quantity for an extended <br />period of time, Moffat County will notify the State Land Board and recommend that they file on <br />the water right for beneficial use. <br />
