EXHIBIT D Mining Plan <br />The primary purpose for the products from this mine will be to provide Moffat County with the <br />materials necessary to construct and maintain the County Road System in the vicinity of the <br />Limestone Pit No. 10. The products will be mined, sized, sorted, crushed, mixed, stockpiled and <br />removed with standard operational gravel and limestone mining equipment. (For an inventory <br />of Moffat County's equipment see Exhibit C -2 (page 2). <br />The typical profile of the soils can run from zero to a few inches of topsoil and loam, and some <br />areas may be burdened with 20 feet of sand and sandstone above the limestone. Moffat <br />County will strip the topsoil, where it exists, and stockpile it separately in an area protected <br />from stormwater flooding, then seed it with Moffat County's seed mix formula (see Exhibit E -2). <br />In addition, we will strip the sand and other overburden, then stockpile and seed them in an <br />area protected from stormwater damage. <br />Construction Materials exist in some form throughout the 86.40 acre State lease (see Exhibit A). <br />For example, there are mineable areas of Limestone, Sand, Gravel and Clay on top of the ridge <br />as shown in Exhibit C -2 (page 1) identified as "Blasting Zone # 1 and Blasting Zone #2. The <br />limestone in both Blasting Zones appears to be of the Morgan Formation, which usually <br />contains limestone, sandstone, and shale. A review of Exhibit C -4 (pages 1 thru 4) will show the <br />limestone outcrops on the aerial photo, and in the attached photographs. Moffat County will <br />mine some of the limestone layers on the surface with a Dozer, Trackhoe, and a 980 Cat. <br />Loader. And we will mine sand, gravel and clay as needed. <br />Heavy limestone layers will be drilled and blasted by a licensed and experienced blaster under <br />contract to comply with all of the necessary MSHA and /or OSM surface mining regulations. <br />Moffat County's Contractor will design a blasting plan that would address the slope of 3' to 1' <br />(Horiz. To Vert.), or flatter on the final slope. <br />In addition the Blaster will: <br />(a) Identify all Man -made structures within % mile of the blasting area (type of <br />structure, age of structure, type of material the structure is constructed of, etc). <br />(b) Identify all potentially unstable geologic conditions within 200 feet of any <br />structure (ie. highly fractured cliffs, etc.). <br />(c) Commit to complying with the maximum allowed peak particle velocity and <br />maximum allowed airblast (air overpressure), which are 1.0 in. /sec.ppv and 129 <br />dBL respectively. <br />(d) Commit to keeping records of each and every blast event. (Record keeping <br />requirements are attached). Copies of the record keeping requirements must be <br />provided to the Division of Reclamation, Mining and Safety (See Exhibit D -1). <br />
