Mike Boulay <br />Rule 2.06.8(3) Alluvial Valley Floor Determination <br />-37- July 8, 2011 <br />100 -112. CAM presented a revised Alluvial Valley Floor (AVF) report prepared by ERO <br />Resources Corporation based on comments 100 - 112. This report is found in <br />Volume 1 Tab 14 of the PAP. The information found in this report was adequate to <br />make a negative alluvial valley floor determination within the permit boundary of <br />the Fruita Loadout site. CAM added specific answers /comments on Adequacy <br />Items # 104, 107 & 108. See comments below for additional edits and clarification. <br />100 -103. Responses accepted and all items resolved. <br />104. Division Response: Response accepted. <br />105 -106. Responses accepted and all items resolved. <br />107. Division Response: Response accepted. <br />108. The narrative in the permit application in Section 2.06.8 says the proposed permit <br />area is considered undeveloped rangeland. (This land use term is not used in the <br />AVF report and is not consistent with the land use information in Section 2.04.3). <br />The same narrative also references two topsoil samples indicating high sodic <br />values. Please reference where the samples are found in the permit. High sodic <br />levels would be a limiting factor to agriculture activities and should also be <br />referenced in the AVF report. Please use consistent land use types in Sections <br />2.04.3 and 2.06.8 of the permit application. Need to address undeveloped <br />rangeland and sodic comment sample location. <br />CAM Response: Page 2.06 -2 has been revised for consistency with PAP as well <br />as AVF report. TLO -2 and TLO -3 are part of the soils report and can be found in <br />Exhbit 7. Table 1 discusses the 'strongly saline, and very highly sodic' nature of <br />the soils samples, and test results immediately follow Table 1. <br />Division Response: The narrative in the permit application in Section 2.06.8 <br />states that two out of three topsoil samples are very strongly saline. To <br />strengthen this point, please amend the text to include the additional topsoil <br />sample TLO -4 which was taken in the borrow area to the south of the main <br />permit area. Also, please include a reference in the text to Tab 7, Soil <br />Resource Information (Baseline Survey) to clarify and support the statement <br />of poor soil conditions. <br />CAM - Page 2.06 -2 has been revised to include the suggested changes. Page 2.06 -3 <br />has been included due to changes in page numbering. <br />109 -110. Responses accepted and all items resolved. <br />
