This section, regarding embankment construction, may not <br />be required, since Ponds 1 and 2 are both incised. Please remove or <br />revise, if appropriate. <br />CAM - CAM sees no harm in leaving the embankment construction section in the <br />permit. <br />Rule 2.05.3(5) Topsoil Removal and Replacement <br />61. Please provide detail regarding topsoil stockpile construction and revegetation; <br />specify stockpile outslopes no greater than 3:1 to facilitate establishment of seeded <br />vegetation and minimize potential for erosion and weed invasion. Also address <br />method of seeding, mulching, mulch application and rates. <br />CAM Response: Please see revised pages 2.05 -22 & 23. <br />Division Response: Grass hay or straw will be applied as mulch at a rate of one <br />ton per acre on all seeded areas. In section 2.05.4(2)(e)(iv), the text states that <br />mulch will be applied at a rate of two tons per acre. Please clarify why two <br />different rates are being used or make appropriate corrections. Also, it is <br />unclear how the mulch will be held in place. Please describe the method of <br />holding the mulch in place (crimping, tackifier etc.). <br />CAM - Application rate has been changed on page 2.05 -23 from one ton per acre to <br />two tons per acre. From section 2.05.4(2)(e)(iv) ' On drilled sites the hay or straw <br />will be crimped with a serrated disc or other appropriate equipment. On steeper <br />slopes and areas where crimping is not feasible, straw or hay will be anchored <br />down using a tackifier, or a tackifier mixed with wood or wood /paper fiber. The <br />tackifier will be applied in accordance with manufacturer's specifications with <br />consideration of the type and quantity of mulch applied, slope, soils conditions and <br />other applicable factors'. Tackifier will be applied accordance with manufacturers <br />recommendations. <br />
