Mike Boulay <br />-10- July 8, 2011 <br />showed better soil quality than the other soil samples. The two additional soil <br />samples TLO -5 and TLO -6 were highly saline like all of the other soil samples <br />except TLO -1. See results in Exhibit 7. <br />24a. A site and profile description for soil sample TSO -4 is not included in Exhibit <br />7. Please add a description of soil sample TSO -4 to the permit along with an <br />explanation of why the sample was taken at a different time and why only the <br />top 36 inches were sampled instead of 72 inches like the other three <br />samples. <br />CAM - The location of TLO -4 is in the construction materials borrow area. The purpose <br />of taking the sample was not to determine the soil type and properties, rather, to <br />determine the quality of the material and if it could be used as topsoil <br />replacement material. Laboratory testing determined that the material in test <br />hole TLO -4 is highly saline and will not work as a topsoil substitute. Therefore, <br />data from TLO -4 will not be included in the report other than as a supplement as <br />it was tested solely to determine viability. The same is true for new soil sample <br />sites TLO -5 & TLO -6. <br />24b. In the area west of Reed Wash, the upper 6 inches of topsoil is proposed to <br />be salvaged on 4.8 acres of the railroad bed corridor. According to Map 16, <br />Loadout Facilities, two topsoil stock piles are east of Reed Wash. It is <br />unclear in the text and on the maps, how equipment will access the area <br />west of Reed Wash to transport the salvaged topsoil to the stock piles. <br />Please include a plan in the permit showing access to the area on the west <br />side of Reed Wash for construction equipment and topsoil salvage <br />operations. <br />CAM - The large topsoil pile on the east side of Reed Wash has been broken up into <br />two smaller piles. Topsoil pile #1 will remain on the east side of Reed Wash and <br />will have a capacity of 4,480 CY which is the amount of topsoil that will be <br />salvaged east of Reed Wash. Topsoil pile #2 is topsoil that will be salvaged and <br />replaced to the construction material borrow area. Topsoil pile #3 is located west <br />of Reed Wash and will have a capacity of 3,890 CY which it the amount of topsoil <br />that will be salvage west of Reed Wash. <br />Due to relocating part of the topsoil pile to the West Side of Reed Wash, the <br />coverfill pile was moved to the west, and a small material storage area was <br />created east of the coverfill pile and south of topsoil pile #1. See revised <br />changes on Maps- 13,16, 21. In addition, peak flows for ditches and culverts for <br />pond #1 changed slightly and were revised. Please see revised Appendix 9 <br />pages EXH 9 -3 to 9 -20. Due to relocating the topsoil pile, the disturbed area <br />boundary has changed. Please see revised Maps -04, 06, 11, 19 and Page 2.03- <br />8. <br />
