Attachment D <br />Notice of Temporary Cessation <br />Paul Banks and Associates, LLC <br />The applicant is including a Notice of Temporary Cessation for the Saint Barbara Sand <br />and Gravel Mine, Permit No. M- 2004 -013. The mine was shut down in 2008, due to the <br />economy. <br />There are no personnel working at the site, although there is occasional removal of <br />stockpiled aggregates. Such occasional removal of stockpiled aggregates does not <br />move the site towards completion of the mining operation. Mine development has <br />ceased and mining has not recommenced as of this date. <br />Mining operations ceased in the summer of 2008. The reason for the cessation was a <br />poor economy and thus a poor demand for construction aggregates. The applicant plans <br />to reactivate mining operations in 2013 in compliance with the mining and reclamation <br />plans that have been approved (with the possible exception that sand and gravel <br />material may be excavated by dragline or suction dredge as opposed to conventional <br />equipment). <br />During the period of temporary cessation, reclamation performance standards will be <br />complied with. Screening berms have been built and have been seeded. The operation <br />has a grazing lease with a local rancher which helps control weeds. There is a substitute <br />water supply plan in place to replace evaporative losses from exposed ground water. <br />The site is fenced and has locked gates. No seeding has been done, however there is a <br />sparse grass cover and internal roads are mostly graveled. <br />The existing financial warranty is $410,693 and is based on 80 acres of disturbance. <br />This is adequate to cover the reclamation liability during the period of temporary <br />cessation because Tess than 80 acres has been disturbed. <br />St. Barbara Sand and Gravel Mine 10031 <br />Pete Lien & Sons, Inc. 39 June 15, 2011 <br />
