June 15, 2011 C- 1981- 008/New Horizon Mine MLT <br />lower. <br />• We walked to the top of the Lift A topsoil stockpile located along the southern permit <br />boundary on property owned by Frank Morgan. The material is consistently dark reddish <br />brown in color, with a loamy texture. The pile is surrounded by a ditch to prevent loss of the <br />topsoil resource due to erosion. A berm had been constructed at the bottom of the ramp to <br />prevent vehicles from gaining access to the stockpile while no salvage operations are under <br />way. <br />• Construction of the Lift A stockpile began at its eastern end in 2008. The pile has extended <br />westward with each successive topsoil salvage campaign on the Morgan property. Although <br />seeding of the stockpile surface has been attempted by WFC, there is very little vegetative <br />cover on the slopes (Photo 14). <br />• Mr. Morgan also owns the agricultural land immediately south of the permit boundary.
