June 23, 2011 C- 1981 - 041 /Roadside Portals MPB <br />Train Loadout (UTL- 1, 2, 3, and 4). Two of the wells recently sealed were completed in the Rollins Sandstone. <br />Rollins -2 is located at the center of the UTL area and Rollins -3 is located at the North Decline area just to the <br />southeast of Interstate 70. All of these wells were permanently sealed and properly abandoned. SCC is in the <br />process of preparing abandonment reports. During this complete inspection we viewed all of the abandoned well <br />locations. Photographs 1 -6 at the end of this inspection report show each of the abandoned wellheads. <br />We attempted to access the up- stream locations of Cottonwood and Rapid Creeks within the permit boundary to <br />inspect the flumes that are maintained by SCC. We were able to reach the Rapid Creek flume and the creek was <br />overflowing the flume. At Cottonwood Creek the upper portion of the road became impassable due to wash out <br />and erosion. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 <br />Drainage Control; Surface Stabilization; Placement: <br />The CRDA waste disposal sites were dry and stable, diversions and perimeter ditches appeared functional. The <br />RSRDA at the south portal area was in very good condition with no erosion or instability noted. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />Roads were dry and in good condition. Road ditches and road culverts were generally well maintained throughout <br />the various mine site locations and support facility areas. All areas of the site were accessible with exception of <br />the Cottonwood Creek flume as noted below. <br />SUPPORT FACILITIES - Rule 4.04: <br />At the South Portal area, we inspected the large lay down area located to the east of the fruit stand and warehouse. <br />Brant Harrison landowner and operator of the Kokopelli fruit stand had to replant peach and cherry trees at this <br />location because last year's plantings were unsuccessful. The facilities area (former shop and warehouse) and <br />perimeter locations at the South Portal were well maintained. The reclaimed portal area appears well vegetated <br />with no significant erosion. <br />The Substation B site was in good condition. The reclaimed areas appear to be very well vegetated and stable. <br />At the North Decline reclaimed area, the diversion ditches, permanent channel and associated sumps were viewed. <br />SCC is considering a revision to the PAP to retain the diversion ditches as permanent features. No problems were <br />noted at the North Decline. No signs of erosion or instability were noted at any of the support facility locations <br />during this inspection. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 3 of 7 <br />
