The unstable backfilled west <br /> side portal area had a poor vegetative cover.The flat facilities area generally has a poor vegetative cover. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Other than the west hillside area,the reclaimed disturbed areas showed no indications of slope instability. <br /> The west side portal area on the hillside continues to show stability problems.
