It also was not clear if there was water or <br /> just mud in the West Ridge waste pile sediment pond. <br /> The riprapped ditches at the East Mine were in place and appeared to be functional. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑❑Drainage Control; Surface <br /> Stabilization;Placement: <br /> The West Ridge waste pile had a good vegetative cover. No erosional gullies were seen and there were no <br /> signs of cracking or slumping. The collection ditches on the stockpile were in place.No erosional or stability <br /> problems were observed at the old coal waste pile either. <br /> ROADS—Rule 4.03❑E Construction 4.03.1(3)/4.03.2(3)❑❑Drainage 4.03.1(4)/4.03.2(4)❑❑Surfacing and <br /> Maintenance4.03.1(5)and(6)/4.03.2(5)and(6)11 El Reclamation 4.03.1(7)/4.03.2(7): <br /> The dirt access road at the East Mine that goes from the mine site entrance up to the reclaimed utility <br /> bench was passable.The dirt light use roads leading to the old waste pile and the West Ridge waste pile also <br /> appeared to be passable. <br /> The short section of entrance road at the reclaimed run-of-mine coal stockpile area was passable. <br /> RECLAMATION SUCCESS -Rule 4.15,Rule 3: <br /> The backfilled and graded slopes at the West Mine area were stable and generally had a moderate to good <br /> vegetative cover.There were no indications of cracking or slumping with the backfill. Some of the revegetated <br /> areas could use a better vegetative cover,however. <br /> The reclamation work at the run-of-mine coal stockpile area appears to be holding up. There were no indications <br /> of slumping or cracking in the backfill.The revegetation cover generally appeared to be good. <br /> The backfilling and grading work at the East Mine also is holding up well.The operator was planning on reseeding <br /> some of the upper regions of the disturbed area. <br /> REVEGETATION—Rule 4.15❑❑Vegetative Cover;Timing: <br /> Most of the revegetation efforts at the reclaimed West Mine and reclaimed run-of-mine coal stockpile area <br /> have been working.The upper portions of the disturbed areas at the East Mine need more reseeding work, <br /> however. <br /> Although most of the revegetated areas at the West Mine had a moderate to good cover,there were some areas in <br /> the upper reaches of the disturbed area where the vegetation was not quite as good. <br /> There was one area in the upper section of the disturbed area at the reclaimed run-of-mine coal stockpile area that <br /> had a poor to moderate vegetative cover.However,the remaining areas had a moderate to good cover. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> Number of Partial Inspection this Fiscal Year: 8 <br /> Number of Complete Inspections this Fiscal Year: 4 <br /> Page 3 of 5 <br />
