I have found that, in regards to protection of the hydrologic balance, the operations of the Edna <br />Mine: <br />• Meet the terms of the permit application package (Permit # C- 1980 -001), <br />• Comply with the Colorado Surface Coal Mining Reclamation Act, and <br />• Comply with the Regulations of the Colorado Mined Land Reclamation Board for Coal Mining. <br />I have no concerns that Edna Mine is contributing significant loads of sediment or other pollutants off <br />site. Per my review of the 2010 AHR, previous AHR reviews, and DMR reports, there have been some <br />exceedances of effluent limits For example, values for Manganese were above the effluent limits (30 -day <br />average) in January 2010. However, no exceedances indicate a chronic water quality or hydrologic <br />balance problem, and, as appropriate, the Water Quality Control Division (WQCD) has been notified of <br />these exceedances. Per a Memorandum of Understanding between WQCD and DRMS, WQCD is the <br />lead agency regarding enforcement of effluent limit violations. <br />One small item from the PAP (Janet, you can decide if this warrants mention in the RN -06 adequacy <br />letter): in Section 2.5.3.4 Alluvial Valley Floor Effects, on page 2.5 -98 it was noted by a previous EPS <br />that the discussion on salt tolerance should include more discussion on specific plants, rather than just a <br />general comment that salt tolerant vegetation prevails in the area. <br />COLORADO <br />D I V I S I O N O F <br />RECLAMATION <br />MINING <br />—&— <br />SAFETY <br />Office of <br />Denver • Grand Junction • Durango Active and Inactive Mines <br />
