PERMIT #: M -1998 -103 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: June 24, 2011 <br />OBSERVATIONS <br />The inspection was coriducfed by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Dave Stang of the Town of Limon was also present for the inspection. Patty's Pit is located six miles <br />southeast of Limon, Colorado. The site is permitted for 9.8 acres and the post- mining land use is rangeland. <br />The inspection was conducted at the request of the Operator, in order to verify the slopes had been properly <br />graded prior to drill seeding. <br />Backfilling and Grading: <br />The grades of the pit slopes were spot- checked with a Suunto clinometer; all pit slopes were found to be <br />3H:1V or less. The pit walls were stable and did not show any signs of erosion. The Operator may continue <br />with the remaining reclamation activities, including seeding of the site. <br />Gen. Compliance With Mine Plan: <br />Mining at Patty's Pit is complete and the Operator is currently reclaiming the site. The Division observed a <br />stockpile on the northeast corner of the pit and a second stockpile on the west side of the pit. The stockpiles <br />appear to be overburden or possibly product which was not hauled off. The Mining Plan states that no <br />overburden stockpiles will remain on site following the completion of reclamation. This Division will not cite <br />the presence of the stockpiles as a problem at this time. However, the Operator should be aware that the <br />stockpiles will need to be reclaimed prior to final release of the site. Currently there is a stockpile of asphalt <br />material located on the east side of the access road, immediately south of the pit. The material is outside of <br />the permit boundary and according to the Operator is left over from a road paving project. <br />Sediment Control: <br />The Division observed that stormwater run -off had created a gully in the northeast corner of the site. The <br />erosion was contained within the permit boundary and no material had left the site. The erosion has been <br />cited as a problem and will require corrective action by the Operator; please see the first page of this report <br />for additional information. <br />Signs and Markers: <br />The permit sign was posted at the site entrance and the boundary of the affected land was clearly delineated <br />per the requirements of Rule 3.1.12. The Division traversed the permit boundary (excluding the access road) <br />with a Trimble GeoXT GPS unit. The data were downloaded into GPS Pathfinder Office Software and the pit <br />was determined to be 9.18 acres in size. A map showing the location of the permit boundary has been <br />enclosed with this report. <br />Topsoil: <br />The Mining Plan states 5 to 12 inches of topsoil would be salvaged for use in reclamation. The Division <br />observed the Operator had imported topsoil for use in reclamation. According to the Operator, there was not <br />enough topsoil available on the site to achieve the required 5 to 12 inches of depth. The Operator imported <br />manure from a feed lot to be used as a soil substitute. The imported topsoil has been spread over the pit to a <br />depth of approximately five inches. The Division observed several small areas on the east and west sides of the <br />pit where topsoil was not spread. These areas will need to receive topsoil prior to seeding. The importation of <br />topsoil has been cited as a problem and will require corrective action by the Operator; please see the first <br />page of this report for additional information. <br />Page 2 of 4 <br />
