snowmelt to cut across the road. The diversion is now clear and functional. The rill in the road
will likely worsen over time, so Ms. Binns recommended that it be repaired with a grader. She
will check the permit for road maintenance requirements and follow up with Mr. Tarazoff. No
other stability issues were noted during this inspection.
Landowners expressed concerns regarding noxious weed presence within the permit area. After
bond is released, Chevron would no longer be responsible for weed maintenance. Weeds do tend
to proliferate over time and landowners would be responsible for weed control on their own
property. Patches of weeds off of the permit area were identified as "vectors" (source stock
providing the biological pathway for invasive species' colonization). Unfortunately DRMS does
not have authority to require weed control outside of the permit area and recommended
landowners contact the county to report infestations.
I discussed this bond release action with Jennifer Maiolo (Bureau of Land Management, Little
Snake Field Office) via telephone around 4:30 pm on June 22 I confirmed that she is receiving
notification of the inspections and asked if she has any concerns about the property as we
approach final bond release. She has received the inspection notifications but other priorities
have precluded her from attending scheduled inspections. She does not have any current
concerns regarding the property, but would like to attend an inspection before the bond is
released. She will coordinate with Ms. Binns to attend an upcoming inspection.
I attempted to contact Lori Jazwick (Natural Resources Conservation Service, Steamboat Springs
Field Office) around 1:30 pm on June 28 Ms. Jazwick was on a conference call at the time and
has not returned my call as of the time I am filing this report. I will follow up with her to ensure
any NRCS concerns are addressed on this property before OSM concurs in a decision to release
bond on this property. Because we have determined additional weed control is necessary, this
bond release action is not imminent.
3
