SL -11 represents Phase III bond release / Termination of <br />Jurisdiction and has been postponed due to noxious weed invasion. The original bond release <br />inspection was conducted on July 20, 2009 and a follow -up inspection was conducted on August <br />24, 2009. Another follow -up inspection was scheduled for fall of 2010 but was postponed due to <br />snow cover and landowner request. <br />Whitetop, Canadian and musk thistle, perennial pepperweed, and houndstongue have previously <br />been observed in relatively higher quantities than permissible under bond release requirements. <br />Chevron contracted Habitat Management to spray herbicides within the permit area. Weeds have <br />been sprayed in the two main bond release areas (Moffat and West Ridge) in the fall of 2009 and <br />spring / fall of 2010. The Moffat area was sprayed for whitetop approximately a week ago; <br />additional herbicides are scheduled to be applied to houndstongue and thistle in the coming <br />weeks. Staggered application is conducted so that the herbicide is applied at the appropriate <br />growth stage for each species. This ensures optimal uptake and efficacy of the chemicals. <br />Generally Tordon and 2 -4 -d are used on houndstongue and thistle, while Escort is used on <br />whitetop. Milestone has also been used on this site with a relatively impressive level of success. <br />The inspection began with Ms. Binns providing a brief overview of bond release procedures and <br />requirements. The maximum permissible relative cover of 3% weeds was explained as well as <br />the regulatory program's inability to require complete eradication of all weed species. The <br />vegetative cover may be comprised of up to 3% weed species on the bond release area, however, <br />areas that constitute infestations may not be approved for bond release. <br />1 <br />
