Blue Mountain Energy, Inc. has submitted an application for Technical Revision 68 for the Deserado Mine. The Technical Revision is for the installation of a dewatering system for the B -Seam workings. The proposal in- cludes pumping water to the surface through an existing service hole, allowing the water to pass through a series of treatment ponds and discharging the water into a nat- ural drainage. The proposed dewatering system is along the mine's access road to the train loadout. This revision includes an additional 3.47 acres of disturbed and affected land. There will be an increase in the Deserado Mine's reclamation liability as a result of this revision. The Deserado Mine is a /an Underground coal mine located in Rio Blanco County, ap- proximately 7 miles NE of Rangely. Colorado. Coal interest is Federal, and the surface affected is Federal and private land. The permit area encompasses approximately 11,788.71 acres. This proposed decision is based on a finding that the proposed operation will comply with all requirements of the Colorado Surface Coal Mining Reclamation Act, Section 34 -33 -101, et seq., C.R.S., and regulations promulgated thereunder. Copies of the proposed decision, including stipulations, are on file for public inspec- tion at the Colorado Division of Reclamation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colorado 80203. Persons with an interest that may be adversely affected by the proposed decision may request a formal hearing be- fore the Mined Land Reclamation Board on the proposed decision. Such request must be made within ten (10) days of the initial publication of this notice, must be in writ- ing, and must state with reasonable specificity the reasons for the request and the ob- jections to the proposed decision.
