State PROOF OF PITBT,ICATION NOTICE OF PROPOSED DECISION The Colorado Division of Re's ' lamation, Mining and Safety pro poses to Approve Technical Re vision Application No. 61 (TR -61) for the Roadside.Portals (Permit No. C-1981-041), submitted by Snowcap Coal Company, Inc. With this technical 'revision Snowcap Coal,Company, Inc proposes to remove Ponds 8 and 9 at the South Portal and Pond 7 and other drainage con trol features at the North De cline. The revision provides ad equate demonstrations that these drainage control features are no longer necessary. _ The Roadside Portals is an un derground coal mine located in Mesa County, approximately 5 miles north of Palisade, Colo redo. Coal interest is Federal and private, and the-surface at. fected is Federal and private land. The permit area encom passes approximately 3,016.00 acres. This proposed decision is based ) on a finding that the proposed operation will comply with all re quirements of the Colorado Sur' face Coal Mining Reclamation Act, Section 34 33101, et seq., C.R.S., and the regulations pro mulgated thereunder. Copies of the proposed dect sion,, including stipulations, are on file for public inspection at the Colorado Division of Recta mation, Mining and Safety, Room 215, Centennial Building, 1313 Sherman Street, Denver, Colo rado 80203. Persons with an in terest that may be adversely of fected by the proposed decision may request a formal hearing before the Mined Land Reclama tins Board on the proposed de cision. Such request must be made within ten (10) days of the initial publication of this notice, ' must be in writing, and must state with reasonable specificity , the reasons for the request and the objections to the proposed decision.
