6.4.5 Exhibit E <br />Reclamation Plan <br />The reclamation plan for the Headley Mine, permit number M- 1980 -135 owned by Pinneo <br />Feedlot, LLC has been developed in accordance to the requirements of 6.3.4 Exhibit "E" <br />Reclamation Plan in the Mineral Rules and Regulations of the Colorado Mined Land <br />Reclamation Board for the Extraction of Construction Materials, August 2006. A complete <br />document search of the Colorado Division of Reclamation, Mining and Safety web link was <br />completed and a written reclamation plan was not found with the original documents. This <br />reclamation plan is to supplement the original Exhibit "F" Reclamation Plan and prepared in <br />accordance to Construction Materials Rule 3. <br />The mining permit was transferred to Pinneo Feedlot, LLC in an approved Succession of <br />Operators from Western Cleanup Corporation in April 2004. The site contains four gravel pits. <br />The site has not been mined since the permit was transferred in 2004 and no mining will occur <br />in the future. Rule 3.1.3 states that all reclamation must be completed within five (5) years from <br />the date that mining ceases. Reclamation will commence upon approval of this plan. <br />Final Grading <br />Final grading will be such that the topography is appropriate to the reclaimed use of the <br />property, i.e. rangeland. As required the maximum gradient will not exceed 2:1. As required by <br />Rule 6.4.5(2)(a), earthmoving will be simple and typical of this type of material. The use of a <br />back hoe and bulldozer will be used to reduce the vertical walls to a final grade of 2H:1 V. <br />The overburden and waste material shall be replaced according to Best Management Practices <br />(BMP) to ensure adequate compaction when backfilling. The concrete rubble pile is located <br />approximately 400 feet north of Pit No. 2. The approximate volume of the inert concrete <br />material to be back filled in Pit No. 2 is 1067 cubic yards. The concrete rubble will be placed in <br />Pit No. 2 from the edge of the exposed water in alternating layers with concrete and dirt, the <br />water will allow for settlement of the fine material over the large rubble. Pit No. 2 will be <br />backfilled to a depth of two feet above water level. The proposed reclamation activity will <br />commence in March 2011 and end in September 2011, weather permitting. The backfilled site <br />will result in a re- vegetated land area compatible with the proposed post- mining use of <br />rangeland for cattle grazing. <br />Pit No. 3 reclamation is complete. The pit and groundwater pond support the post- mining land <br />use as a recharge pond, currently known as Headley Recharge Pond 2, for an existing <br />augmentation plan operated by the Owner. <br />The original Reclamation Plan Map shows that Pit No. 1 and Pit No. 2 will be reclaimed into a <br />single pit; however, these pits will be reclaimed as separate pits due to the extent of mining <br />completed prior to the mine closure. <br />
