GCC RIO GRANDE, INC. <br />PUEBLO CEMENT PLANT AND LIMESTONE QUARRY <br />EXHIBIT L - RECLAMATION COSTS <br />Table L -1 summarizes estimated costs of reclamation of the GCC Rio Grande Pueblo Limestone Quarry. <br />This estimate is based on a very conservative scenario for bonding. <br />Costs are estimated based on R. S. Means Heavy Construction Cost Data, 15` Edition 2001 and unit costs <br />used for comparable reclamation activities described in other recently approved reclamation permits in <br />Colorado, most notably for the Climax Mine (Permit No. M -77 -493). In addition, costs from the <br />Division's CIRCES cost estimates program were used where appropriate. <br />Consistent with GCC Rio Grande's Air Quality Permit, the surface mine will be reclaimed concurrently <br />with mining, so that no more than approximately 30 acres (less than 15.5 acres subject to wind erosion) <br />should be unreclaimed at any given time. Grading includes smoothing final highwalls to no steeper than <br />4H:1 V and establishing drainage. <br />After direct costs are estimated, they are totaled and indirect overhead costs are added as follows: <br />Insurance, Bonding, Contractor's Profit 12.6% <br />Engineering and Administration 9.25% <br />Revised June 29, 2011 <br />L -1 <br />Exhibit L — Reclamation Costs <br />
