OVERVIEW <br />GCC RIO GRANDE, INC. <br />PUEBLO CEMENT PLANT AND LIMESTONE QUARRY <br />EXHIBIT E - RECLAMATION PLAN <br />The Reclamation Plan is based on the following assumptions: <br />Revised June 29, 2011 <br />E -1 <br />Reclamation of disturbed mine areas is an integral part of the planned mining operation. Two distinct <br />phases of mine reclamation will performed: 1) Mine Area reclamation performed contemporaneously <br />following mining operations, and 2) Final Closure reclamation which will be performed at the time the <br />mine permanently closes. <br />Pursuant to Special Use Permit No. 1999 -002, issued by the Pueblo County Board of Commissioners, <br />GCC is not required to reclaim any of the land used for cement manufacturing.' In addition, as owner of <br />land on which GCC Rio Grande has constructed the plant's access road, a bridge over the St. Charles <br />River and a railroad spur connecting the cement plant to the BNSF railway, the State Land Board will not <br />require the removal of these improvements. <br />Reclamation of the GCC Rio Grande Pueblo Limestone Quarry will involve backfilling and grading <br />mined out areas to achieve planned post- mining topography, reconstructing soil profiles to provide a <br />suitable plant growth medium, reconstructing drainages to safely convey storm water runoff through and <br />off of the mine site, and establishing vegetation communities capable of supporting the designated post - <br />mining land uses. Reclamation will be conducted contemporaneously with mining. <br />• Disturbed areas will be reclaimed; <br />• Newly excavated materials will be placed into previously excavated, un- reclaimed areas wherever <br />feasible. Otherwise, materials will be placed in temporary stockpiles and stabilized; <br />• No stockpiles will remain at the conclusion of mining and reclamation operations; <br />• Reclaimed materials include topsoil (assumed to average approximately 6 inches in thickness), <br />subsoil (assumed to average approximately 18 to 24 inches in thickness), unconsolidated material <br />below the soil horizon (variable thickness), and shale (0 to approximately 15 -feet thick); <br />• Topsoil (also identified as the A- horizon) will be replaced on top of subsoil (identified as the A -C <br />horizon), and the subsoil will be placed on top of a regraded, mixed, unconsolidated <br />material /shale horizon; <br />• Reseeding will follow completion of materials placement; and <br />• Revegetation efforts will be monitored and maintained. <br />BACKFILLING, GRADING & POST - MINING TOPOGRAPHY <br />Previously mined areas will be contemporaneously reclaimed as part of the normal mining cycle. As <br />' "Per Title 17 of the Pueblo County Code, ... approval of a special use effectively changes the zoning of <br />the subject property to specifically allow for the use(s) identified in the special use permit. ... SUP 1999 -002 does <br />not require reclamation of the land used for cement manufacturing.
