IV. Topsoil — Rule 4.06 <br />Soil information can be found in Volume 3, Section II.I, Volume 4, Section V, and <br />Volume 4, Section IV, Appendix IV A. <br />A. The Division previously found that the "reverse sequence soil replacement" plan, in <br />conjunction with the field trials, is appropriate for refuse area reclamation, pursuant to <br />Rule 4.06.2(2)(a). This finding was based on field observations of topsoil and subsoil <br />stockpile vegetation cover, evaluation of topsoil and subsoil chemical and physical <br />properties, and observation and evaluation of RP -1 revegetation data. The subsoil <br />will be more suitable for sustaining desired vegetation than is the available <br />cheatgrass- infested topsoil. Within the refuse areas, a minimum of one foot of topsoil <br />will be replaced, with a minimum nontoxic cover (topsoil and subsoil) thickness of 30 <br />inches. The operator has committed to document that suitable quantities of <br />topsoil /cover soil material are being salvaged. <br />V. Sealing of Drilled Holes and Underground Openings — Rule 4.07 <br />Sealing of wells, holes, and other openings is discussed in Section V.F of Vol. 4 of the <br />permit application. <br />A. Underground openings requiring sealing at the mine site include mine portals, mine <br />shafts, groundwater monitoring wells, one alluvial water well, gas injection <br />boreholes, breathable air holes and vent degasification wells. The Division will <br />require that each hole, well, or other underground opening be capped, sealed, <br />backfilled, or otherwise properly managed (4.07.3). <br />VI. Use of Explosives — Rule 4.08 <br />No specific approvals are granted to the applicant under this section. <br />VII. Disposal of Excess Spoil — Rule 4.09 <br />No specific approvals are granted to the applicant under this section <br />VIII. Coal Mine Waste Banks — Rule 4.10 <br />Information pertaining to the handling and disposal of coal processing waste generated by <br />the mining operation is presented in Section IV. D Vol. 4 of the permit application. Map <br />76 exhibits the location of the 11 refuse disposal areas to be developed over the life of the <br />mine. Map 77A shows the configuration of the first five sub -areas to be developed. <br />Refuse areas RP -1, RP- 2/3/4, and RP -5A were developed during previous permit terms. <br />Refuse area RP -1 has been reclaimed; RP -2/3/4 and RP -5A are currently active. <br />Detailed design plans have not been provided for proposed future refuse disposal <br />structures. Pursuant to Rule 2.05.3(8)(ii), detailed design plans will be required prior to <br />Deserado Mine Permit Revision 07 <br />C- 1981 -018 36 29 June 2011 <br />
