Deserado Mine plan. The additional 200 acres will allow the Deserado Mine to continue <br />development work in the B -Seam and complete longwall panels 12 and 13. These additional <br />longwall panels will extend the current life of the mine from 2013 to approximately 2017. <br />Coal Transportation and Processing Waste <br />Raw coal is transported out of the mine by conveyor to the D/B -Portal Area wash plant where <br />the coal is crushed and cleaned. The coal is then transported 3.1 miles to the rail loadout facility <br />via an over -land conveyor system. The coal is conveyed to the slot storage building, which can <br />store up to 25,000 tons of coal. From this building, coal is conveyed one third of one mile to the <br />loadout area. Clean coal is then transported by rail to the Bonanza Power Plant in Vernal, Utah. <br />The rail loop and facilities within the rail loop were removed from the permit and the <br />reclamation plan with the approval of Permit Revision 04. The loadout tower remains in the <br />permit and reclamation plan, as do all of the structures that convey the coal to the rail loop. <br />BME will keep all operations related to the mining operations and the loading and transporting <br />of coal separate. <br />Coal processing waste generated at the wash plant facility is trucked approximately 3.6 miles to <br />the refuse disposal area located east of the rail loadout in the northeast portion of the permit area. <br />The refuse disposal area includes eleven subareas of refuse deposition. The first subarea (RP -1) <br />was reclaimed in late 1990, implementing a revegetation study that involved variations from the <br />required four feet of cover. Combined Refuse Area RP -2/3/4 and the adjacent Refuse Area RP- <br />5A are currently active. The remaining subareas have not yet been developed. <br />Surface Reclamation <br />Description of the Reclamation Plan <br />The majority of the surface area disturbance will not be reclaimed until all mining has ceased. <br />Mine - related surface disturbances to be reclaimed at that time include: the D/B Portal area <br />facilities, water storage area, overland conveyors, slot storage area, loadout area, the alluvial well <br />field /lagoon area at Scullion Gulch and all related wells, degas holes and vent shafts. All <br />permitted access roads and the refuse haul road will be reclaimed. All light use roads will be <br />reclaimed, with the exception of pre- existing roads used to access exploration or de -gas sites that <br />BLM has yet to designate to be retained for post- mining use. All sediment ponds controlling <br />runoff from various surface facilities will be retained until vegetation on reclaimed areas is <br />sufficient to control erosion. An exception was made from the requirement to maintain and <br />operate Sediment Pond DP -1 until final reclamation and revegetation has been determined <br />successful. It is not possible to leave the DP -1 pond in place after reclamation of the Scullion <br />Gulch diversion culvert as the DP -1 pond was constructed on top of the diversion culvert. The <br />DP -1 pond will be destroyed when the removal of the diversion culvert is achieved. The DP -1 <br />pond will be removed at the time of structural demolition and regrading of the facilities area. <br />Alternative sediment control measures will be employed for the reclaimed facility area. <br />Deserado Mine Permit Revision 07 <br />C- 1981 -018 21 29 June 2011 <br />
