the current permit term. If MCM provides a Permit Revision with a new mine plan, <br />this section of the permit will need to be updated with the future (planned) mining <br />information as well. <br />Rule 4.30 — Cessation of Operations <br />30. The current status of the Williams Fork Mines is "Temporary Cessation ". In the summer <br />of 2010 the Division notified MCM, through the Annual Reclamation Report review <br />letter, that they would be reinitiating monthly inspections of the site (with two partial and <br />one complete inspection each quarter). This decision was based on the fact that the <br />operator had completed some reclamation activities in the past several years and there <br />was a need to monitor the success of the reclamation. Based on a review of the Annual <br />Hydrologic Report, MCM is performing a full water monitoring program as well. The <br />water monitoring schedule was reduced when the site initially went into temporary <br />cessation. Given the long term of inactivity, the recent reclamation activity and the fact <br />that MCM is performing a full water monitoring schedule, as required, the Division is <br />going to place the Williams Fork Mines back into "Active" status. MCM has the option <br />of choosing to go into "Permanent Cessation" status while they complete reclamation on <br />the entire site. In either case, the Division is required to inspect the mine on a monthly <br />basis. <br />V — PERMIT VARIANCES AND SPECIFIC APPROVALS <br />There are no specific variances and approvals for experimental practices, mountaintop removal <br />variances, variances from approximate original contour (AOC) or variances from <br />contemporaneous reclamation for the Williams Fork Mines. <br />VI — BONDING SUMMARY <br />Moffat County Mining is currently self - bonded, pursuant to Rule 3.02.4(1)(c). The Division <br />holds an approved bond on behalf of the permitted Williams Fork Mines in the amount of <br />$3,552,679.00. Pursuant to Rule 3.02.2(4) the Division recalculated the cost to complete the <br />reclamation at the site. The new reclamation liability was calculated at $3,590,971. Based on <br />the recalculated reclamation cost estimate, the Williams Fork Mines are under - bonded by <br />$38,292.00. Please submit a bond rider for a minimum of $38,292.00 to cover the increased <br />cost of reclamation at the site. <br />This concludes the Division's 2011 Midterm Review MT -06 for the Williams Fork Mines. <br />Williams Fork Mines C -1981 -044 <br />2011 Midterm Review (MT -06) -13- 28 June 2011 <br />
