Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />The Division of Water Resources has reviewed the Coal Ridge No. 1 Mine (Permit No. C -1984- <br />065) Permit Renewal Application. The application proposes to renew an existing permit to conduct coal <br />mining operations at the Coal Ridge No. 1 Mine. The underground coal mining and /or reclamation <br />operations are located approximately 7 miles west of Glenwood Springs in Garfield County. <br />The site appears to be in reclamation at this time, however one sediment pond, which has a <br />capacity of approximately 6.3 acre -feet, appears to still be in existence. Recent field inspections show <br />the structure to be dry during most of the year. The applicant should be aware that the mine site is <br />located within an overappropriated stream system. All storm water drainage captured in the sediment <br />pond is subject to administration. If storm water in the overappropriated stream system is not diverted or <br />captured in priority, Colorado water law requires it to be released, or replacement for evaporation will be <br />required of the impounder /operator /owner of the operation. The State Engineer's policy requires that all <br />water impounded out of priority be released to the stream system within a maximum of 72 hours after <br />impoundment. <br />Thank you for the opportunity to comment on this project.
