June 22, 2011 <br />C -1992- 080 /Carbon Junction Mine TAK <br />The areas that were backfilled, graded, and topsoiled in early 2009 (ponds and collection ditches) <br />were seeded and had straw mulch applied in mid -2009. The areas that were backfilled, graded, topsoiled, seeded, <br />and mulched in summer 2006 had initially developed a nurse crop of sterile wheat /oat hybrid, a product called <br />Regreen. This grass and others (wheat, orchard, brome, and rye grasses) provide most of the cover on areas <br />seeded in 2006. Yellow sweet clover was abundant on the site during this inspection. <br />Revegetated areas were in good condition during the inspection. Thistle control is needed locally on the site. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were found in the Equipment Storage Area at the south end of the permit area. <br />Equipment previously stored there was removed from the site in 2008. <br />SIGNS AND MARKERS — Rule 4.02: <br />Permit boundary markers were properly displayed at numerous locations inspected along the western side <br />of the permit area. A mine i.d. sign is properly displayed at the locked entrance gate. <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />All required records were on file at the office of Goff Engineering (see attached list). <br />TOPSOIL — Rule 4.06❑ ❑Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br />Redistribution 4.06.4: <br />Topsoil replacement depths in the SL -4 bond release area were previously verified during the June <br />2008 inspection in the Equipment Storage Area and in the Permanently Reclaimed Spoil Area. Topsoil stockpile <br />depths for the areas regraded in early 2009 (Pond 1, Pond 2, and collection ditches) were verified during the <br />March 2009 inspection. Replaced topsoil depths in the North Pit area were observed during topsoil replacement in <br />2006 and were found to have more than the one -foot required thickness. <br />DOCUMENTS RECEIVED - None <br />OTHER (SPECIFY) - None <br />ENFORCEMENT ACTIONS /COMPLIANCE <br />No enforecement actions were taken as a result of this inspection, and none are pending. <br />Number of Partial Inspection this Fiscal Year: 9 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 4 of 8 <br />
