Engineering Offices - The Engineering Offices were located in four adjacent trailers located next to the Men's
<br />Bathhouse. The Engineering Offices housed engineering and drafting personnel for the mine. These buildings have
<br />been removed from the site, and Environmental/Engineering offices relocated to the second-floor area above the
<br />Warehouse.
<br />Laboratory - The Laboratory was located behind and north of the Warehouse. The Laboratory was a testing facility,
<br />operated by an independent testing organization, used to analyze coal for quality control. The Laboratory was
<br />demolished, the resulting demolition debris placed in the permitted solid waste facility at the No. 9 Portal location, and
<br />the associated disturbance area topsoiled and reseeded, in 2008.
<br />Railroad Spur - The Railroad Spur was constructed in 1978 from the DR & WR Railroad, to enable unit-trains to load
<br />coal from the Coal Silo at the facilities area.
<br />Ma azine - The original Magazine was located north of the Red Rock Crusher Site (for which a Small Area
<br />Exemption exists). The magazines were relocated to the new Magazine location, as shown on Map 25, and Map 26,
<br />in the general area of the No. 5 Portal. The original Magazine area of approximately 100 feet square was reclaimed,
<br />with approximately 185 cy of topsoil spread to a depth of about 6 inches and reseeded. Two magazines will be used
<br />to store permissible powder and blasting caps. One magazine is approximately 2.5 x 2.3 x 2.5 feet, while the other is
<br />approximately 5 x 6 x 7 feet.
<br />Red Rock Crusher Site - The Red Rock Crusher Site is located just to the east of the 5A portals. The crusher site was
<br />used to crush rock from the Red Rock Quarry for use on underground haulage and surface access roads. Previously,
<br />the crusher facility consisted of a constructed pad, truck ramp, hopper, gyratory crusher, and screens for sizing crushed
<br />rock. Presently, only the storage pad and road to the site remain.
<br />Rock Dust Tanks - There were four rock-dust tanks at RAG Empire Mine, which were used to store and transfer rock-
<br />dust (powdered limestone) to the underground mine workings. The tanks were originally located at; RAG Empire
<br />Village; Shop (2 tanks); and the No. 5A Portal area. Two of the tanks (from Empire Village and the Shop) have been
<br />transferred to the Twentymile Mine, where they have been refurbished and installed at the 6MN Ventilation Shaft
<br />location.
<br />Multiple Services Building - Empire constructed a 6,250 square-foot Multiple Services Building, and a 100,000
<br />gallon water storage tank at the No. 5A Portal location, as shown on Maps 25 and 26. The building houses bulk
<br />storage tanks (as identified on page 2.05.3R), emulsion pumps, water pumps, air compressors, a waste oil furnace, an
<br />oil/water separator, and two open areas for equipment maintenance and storage of the fire truck/foam generating
<br />equipment. The power supply for the building comes from the existing substation, located in the 5A storage yard. A
<br />pad-mounted transformer is located adjacent to the building. The water tank is used in conjunction with the water
<br />pumps to provide high-pressure water to the underground mine water system.
<br />Boreholes are used to drop the water-lines into the mine. This water is used to supply water for the emulsion system,
<br />for dust control, and, in an emergency, for fire fighting. The emulsion pumps pump mixed emulsion underground to
<br />the longwall. Boreholes are used to provide compressed air from air compressors for use underground. As shown on
<br />Map 25, the building is constructed within the 5A Portal area, and the water tank on the road to the Red Rock Crusher
<br />Site. As a result, there was no new disturbance from this construction. Reclamation for these sites is discussed under
<br />the 5A Portal and Red Rock Crusher. Bond calculations for the building and tank removal are provided in Exhibit 25.
<br />The only additional sediment control is a slight expansion of the Red Rock Crusher Small Area Exemption and the
<br />relocation of Ditch CS-D2, as shown on Map 26.
<br />In order to provide 10 feet of access at the rear of the building, RAG EC proposed to remove approximately 2,000
<br />cubic yards of material from an area of approximately 11,200 square-feet of slope behind the building. The entire area
<br />• has previously been disturbed, and the removal of this material resulted in only a slight increase in mean slope from
<br />43 to 48 percent (longest cut slope 75 feet). The material removed was placed in the existing rock storage area, shown
<br />on Map 26 and discussed in Vol. 10, Exhibit 40. The rock storage site is permitted for 12,000 cubic yards, and has
