On Map 20C Sheet 2, Pre - Mining and Post - Mining Cross Sections, Section H -H' <br />transects the location of the temporary spoil pile. Please depict the outline of the <br />Temporary Spoil Pile on this cross section. <br />2. On Map 29C Temporary Spoil Pile Design, please incorporate the estimated phased <br />construction of the pile, by year, in the Plan and Section views, and show the Little <br />Collom Sump on Section A-A' and the Plan View. <br />3. On Maps 29B, 41B and 46, disturbance due to construction and operation of the Little <br />Collom Sump is not shown. Please revise these maps to include the Sump area. <br />4. On Exhibit 7 Item 26 Figure 1, the font labeling the spillway and slopes on Sections A -A' <br />and B -B' is too small to read. Please utilize a larger font size. <br />5. On Exhibit 7 Item 26 Figure 2, the vertical scale on the cross sections is 1" = 200', while <br />the horizontal scale is 1" = 100'. Please revise the vertical scale to be 1" = 50', <br />consistent with the scale used on Exhibit 7 Item 26 Figure 1. <br />Rule 4.05.9 Impoundments <br />1. Requirements for impoundment embankments are enumerated in Rule 4.07.9(7), (a) thru <br />(e). The application lists some of the required details on Exhibit 7 Item 26 Figure 1 and <br />in Figure 11 of the S &W study. There may be other locations within the application <br />where additional requirements are addressed. Please provide a reference within Rule 4 <br />Section 4.05.9 of the application directing the reader to the appropriate section(s) of <br />the application where each item (a) thru (e) has been addressed. Alternatively, please <br />revise Section 4.05.9 to incorporate the requirements of Rule 4.07.9(7). <br />2. Requirements for certified inspection reports are listed in Rule 4.05.9(14) and (15). <br />Please provide a reference within Rule 4 Section 4.05.9 of the application directing the <br />reader to the appropriate section of the application where the requirements of (14) and <br />(15) have been addressed. Alternatively, please revise Section 4.05.9 to incorporate <br />these requirements. <br />Rule 4.09 Disposal of Excess Spoil <br />A large (250,000,000 CY) temporary (-20 -year) excess spoil pile is proposed. A Geotechnical <br />Study for the Collom Temporary Spoil Fill, conducted by Shannon & Wilson (S &W), is <br />provided in Exhibit 23, Item 1. The fill qualifies as a "Valley Fill ". Map 29C shows plan and <br />cross - sectional views of the proposed pile. General information regarding the pile is provided in <br />Rule 2, pp. 98 -99; Rule 4, pp. 22 -23 describes the proposed construction and inspection plans. <br />
