C- 2010 -088 Fruita Loadout
2 d Preliminary Adequacy Review (MLT)
25- May -2011
Rule 2.05.3(3)(c)(i) requires that specifications for each bridge be provided. On page
2.05 -9, the bridge is described as being 9' in width and 60' in length, constructed of steel
girders with concrete abutments. The second paragraph states that geotechnical work on
the foundation will be performed prior to construction of the bridge. Please provide
general details and a plan sheet of the proposed bridge for inclusion in the permit
application.
Map -21 was revised to incorporate the proposed Bridge Plan and Profile as a separate
detail in the lower right -hand corner. The Division understands that final design of the
bridge will be completed in the near future. Upon completion of the final design,
please modify the plan/profile view on Map 21 to include additional details such as the
abutments, or provide a separate plan/profile sheet for this purpose.
In the view provided on Map 21, Bridge is misspelled "Bride': Please correct the
spelling.
Rule 2.05.3(4) Ponds and IMDoundments
4(53) The Division had determined that a detailed design plan for the impounding structure of
Sediment Pond #4 was required, as described in Rule 2.05.3(4)(a)(ii)(A) and (B), to
ensure compliance with the safety factor requirements of Rule 4.05.6 and Rule 4.05.9.
With the adequacy response, Sediment Pond #4 is no longer being proposed and has
been deleted from the plan. Item resolved
Rule 2.10 Maps
5(113) On Map 10, the Permit Boundary is not shown. Please add the Permit Boundary.
The permit boundary was added to Map 10. Item resolved
6(114) The typical section for Haul Road #1 shown on Map 15 does not portray the proposed
surfacing materials and thicknesses as does the Haul Road #2 section. Please revise the
graphic to include materials and thicknesses proposed to surface Haul Road #1.
Map 15 was revised to show Haul Road #1 being constructed of Pit Run gravel topped
by 6" of I -112" Road Base. The Pit Run is shown as variable.
7(115) Map 21 provides two sections (A -A' and B -B') for the rail spur. Please revise Map 21 to
include a typical section which shows the types of materials and thicknesses thereof
proposed for construction of the rail spur embankment.
Rather than include the railroad typical section on Map 21, typical details provided
(and required) by Union Pacific are incorporated into Exhibit 16 Item resolved
8(116) Map 21 illustrates the profile of the proposed rail spur and loop. The location of the
proposed bridge spanning Reed Wash is not shown. Please add this feature to the rail
spur profile.
