Please refer to the enclosed comment letter from the Colorado Historic Society (CHS)
dated October 21, 2010 provided in Attachment 1. Following their review of the Class III
Cultural Resource Inventory report and additional documentation provided to them by
Grand River Institute they concur that a finding of no historic properties affected is
appropriate for the proposed project. Please note the following as indicated in the CHS
letter. Should unidentified archaeological resources be discovered in the course of the
project, work must be interrupted until the resources have been evaluated in terms of the
National Register of Historic Places eligibility criteria (36 CFR 60.4) in consultation with
their office. No further response from CAM is necessary at this time.
CAM Response: CAM has received the letter from CHS and reiterated that no action from
CAM is necessary at this time.
Division Response: With the April 11, 2011 response submittal CAM is proposing a new
10.5 acre construction material borrow area located within the southern end of the permit
boundary area. This area was not included in the May 2010 Cultural Resource Inventory
that was submitted with the original permit application as Exhibit 2. Rule 2.04.4(1)
requires that all areas proposed or likely to be affected by surface activities be included in
the assessment of cultural resources. Please update or otherwise amend the Cultural
Resource Inventory prepared for the Fruita Loadout to include the new borrow area
that was recently incorporated into the proposed permit boundary.
Rule 2.04.6 Geology Description
6. The first sentence of Section 2.04.6 indicates that the discussion of geology is derived
from the 1955 Grand Junction Soil Survey. The Division has compared the text provided
with the application against the Geologic Map of Colorado published in 1979. We
suggest that the names of a number of the geologic units have been revised, and we
recommend that portions of the section be reworded as follows:
Replace the 1" sentence of page 2.04.9: "The following discussion of geology is derived
from the 1955 Grand Junction Soil Survey and from the 1979 Geologic Map of
Colorado."
Replace 0 -- 5th sentences: "To the north and northeast, the Mancos shale is capped by
the Cretaceous Mount Garfield Formation and Sego Sandstone, forming the Book Cliffs.
The Book Cliffs stand out in bold relief above the valley, rising in elevation from 5,500
feet at their base to a crest of 6,500 to 7,000 feet.
Replace the second paragraph of page 2.04.9: "The Mount Garfield Fm. and Sego
Sandstone contain buff to yellowish -brown sandstone bedded with soft gray shale that
