Corey Heaps
CAM Colorado LLC
June 21, 2011
Page 42
Division Response: Response accepted.
Rule 2.05.4(2)(e) Revegetation Plan
67. Narrative regarding the schedule of revegetation indicates that the time frame for
revegetation could vary from as little as five years to more than 10 years. The intended
meaning of this statement is not clear. Please provide language to clarify that permanent
revegetation would be conducted during the 3` or 4 th year following permanent cessation
of operations, to be consistent with the reclamation schedule in 2.05.4(2)(a).
CAM Response: Please see revised page 2.05 -31
Division Response: The text in section 2.05.4(2)(e)(i) states "The time frame for the
revegetation could vary from as little as five years to more than ten years. Permanent
revegetation would be conducted during the 3` and 4 th year following permanent cessation
of operations." It is unclear how the meaning of the first sentence relates to the second
sentence. Section 2.05.4(2)(e)(i) states that reclamation of the site will take four years.
Please clarify what the five to ten year time frame is, how it relates to the four year
reclamation plan and the definition/difference between revegetation and permanent
revegetation.
68. Please clarify that the seeding techniques for surface roughening described in Section
2.05.4(2)(e)(iii) apply to both interim and permanent seeding.
CAM Response: Please see revised page 2.05 -32
Division Response: Response accepted.
69. Under the mulching techniques, please clarify the hydroseeding mulching techniques.
Address the type and rate of tackifier or other materials to be used for mulching when
hydroseeding sites.
CAM Response: Please see revised page 2.05 -32
Division Response: Response accepted.
70. For the 22 -acre of barren/sterile disturbed soils, what type of amendment or alternative
surfacing is proposed?
CAM Response: Please see section 2.05.4(1) for discussion.
Division Response: Section 2.05.4(1) — The Division agrees with CAM to waive the
revegetation requirement in the industrial areas (shown on map 7) due the fact that the pre -
and post- mining land use is industrial and the pre - existing condition is void of vegetation,
