In 2.03.6, a general description of the proposed permit boundary is provided. Please <br />provide the total acreage of the proposed permit area. <br />1j. The permit boundary was modified for the Apr -2011 response to include the <br />Construction Material Borrow Area, located on land owned by Tavistock. Does <br />CAM have a lease for this parcel? Please include any lease in Exhibit 1. <br />1k. It appears that the western boundary of the permit was also adjusted with the Apr - <br />2011 response. In CAM's next response letter, please address any changes to the <br />original boundary that have been proposed, along with any associated adjustment to <br />the total permit acreage. <br />11. In the second paragraph of 2.03.6(1), please add language to the effect that the 30' <br />easement is for Haul Road #1 and crosses property owned by Fruita Development, <br />LLC. <br />Ian. Section 2.03.10 does not include list Mesa County in the list of additional permits <br />required. Will the County require a special use permit? Are there any permits that <br />will be required from the City of Fruita? (Page 2.05 -13 says Fruita may annex Haul <br />Road #1.) <br />1n. Is the segment of 15 Road located south of US Hwy 6 & 50 under City, or County, <br />jurisdiction? Will an access /driveway permit be required for 15 Road? <br />Rule 2.04.3 Site Description and Land Use Information <br />2. The evaporation pond/land farm locations and land fill locations in the industrial portion of <br />the proposed permit area would be disturbed by proposed operational and reclamation <br />operations. There does not appear to be a clearly defined plan regarding how the industrial <br />waste materials that are disturbed by Ioadout development would be stored and stabilized <br />during site construction and operations, nor how the materials would be placed and <br />stabilized under the final reclamation plan. There are generalized references to importing <br />material for use as a cover soil /growth medium for final reclamation, but no detailed plans. <br />These issues will need to be addressed in appropriate sections of the application. Given <br />that these industrial wastes have been subject to remediation and disposal requirements <br />under the jurisdiction of the Colorado Department of Public Health and Environment <br />Hazardous Materials and Waste Management Division (CDPHEIHMWMD), DRMS will <br />
