June 15,2011 C-1980-007/West Elk Mine TAK <br /> SIGNS AND MARKERS—Rule 4.02: <br /> Topsoil markers,stream buffer signs,mine i.d. signs,and surface disturbance boundary markets were <br /> properly displayed in all areas inspected. DRMS is reviewing recently submitted Minor Revision 366 for the <br /> applicable requirements for marking the areas affected by surface operations at drill sites and roads(Rule 4.02). <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> Topsoil stockpiles appeared in good shape in Sylvester Gulch, in the Main Surface Facilities Area, and at <br /> various methane drainage well sites in the West Flat Iron area. The stockpiles showed no signs of excessive <br /> erosion and were protected by either grass cover or mulch.
