In addition, in areas where the existing ground s lope <br />is 5h:1 v (20 percent) or steeper and the first lift of the embankment will be in soil material, the existing ground below the stripped and removed <br />vegetation /topsoil layer shall be plowed or stepped before placing the first lift of embankment fill. In areas where the existing slope is steeper that 5h:1 v <br />and the first lift of the embankment will be in bedrock, prior to placing the first lift of embankment fill a keyway shall be excavated into bedrock at least 2 <br />feet in depth and at least 10 feet in width under the proposed embankment toe and continuing along under the embankment toe for as long as these <br />conditions exist. <br />The material for embankments shall be reasonably free of organic material, coal, frozen materials, wet or peat material, natural soils containing organic matter, <br />or any other acid - producing or other material considered unsuitable for use. Material containing by volume less than 25 percent of rock larger than 6 inches in greatest <br />dimension shall be spread in successive uniform layers not exceeding 12 inches in thickness before compaction. Where the material for an embankment consists of large -size <br />rock, broken stone, or fragmented material that makes placing it in 12 inch layers impossible, the embankment shall be conshructed in uniform layers not exceeding <br />in thickness the approximate average size of the rock used. Each layer of the embankment shall be completed, leveled, and compacted before the succeeding <br />layer is placed. Embankment layers shall be compacted as necessary to ensure that the embankment is adequate to support` the anticipated use. Material <br />shall be placed in an embankment only when its moisture content is within acceptable levels to achieve design compaction. Embankment slopes shall not be <br />steeper than 2H:1 V, except where the embankment material is a minimum 85 percent rock. In this case, s lopes shall not be siteeper than 1.3514:1V. <br />Drainage from haul road shall be directed to the pit(s) wherever possible. All culvert outlets shall have riprap erosion protection installed. <br />A ditch shall be installed at toe of all cut s lopes. <br />If needed, temporary erosion control measures shall be implemented during construction to minimize sedimentation and erosion ulntfl permanent control measures <br />can be established. The field engineer shall determine the need for control measures during construction. Such temporary and permanet control measures <br />would include silt fences, straw bales, straw wattles, rock check dams, or other measures such as downstream sediment control /. <br />ENGINEER'S CERTIFICATION <br />1, THOMAS C.
