DMP 004 and DMP 007 did not exceed any compliance criteria during the monitoring
period with the following exception:
• DMP 007 exceeded compliance criteria for the 30-Day Average Effluent Flow parameter.
The effluent flow exceedance at DMP 007 is believed to be due to run-off from an above average
snowfall year resulting in above average flow events. Natural Resources Conservation Service
(NRCS) data for Site 709 at Rabbit Ears corroborates this assertion (Chart 1). The May 29, 2011
Accumulated Precipitation is 20" above, or 150% of the 1971 to 2000 year average. The May
29, 2011 Snow Water Equivalent is 25" above, or 267% of the 1971 to 2000 year average. Since
the CDPS was renewed with an effective date of July 1, 2007 there have been three 30-Day
Average Effluent Flow parameter exceedances; 05/08, 06/08 and 05111. Prior to this renewal
effluent flow was reported but did not have flow limitations.
Should the Colorado Division of Reclamation, Mining and Safety have any comments or
concerns regarding this submittal, please contact me at your convenience.
Sincerely,
Troy Summers
Project Manager
TNS
File: 99-144
