June 15, 2011 C-2009-087/Peabody Sage Creek Mine JDM <br />GENERAL MINE PLAN COMPLANCE: <br />The Peabody Sage Creek Mine was permitted in 2010 with initial construction activities beginning in May 2011. <br />At the time of the inspection, topsoil salvaging and storage is on going in the locations of approved facilities. The <br />construction of ditches, the installation of culverts, and the construction of designed haul and access roads is the <br />current extent of activity on the site. <br />OTHER (SPECIFY): <br />This was a complete coal inspection conducted by Jason Musick of CDRMS. Scott Cowman of PSCC <br />accompanied the inspection. The weather was clear and the site was dry during the inspection. Initial construction <br />activities have begun at the site with the initial stages of topsoil salvaging and storage, construction of the <br />sediment control system and access and haul roads. <br />ROADS - Rule 4.03 <br />C! Construction 4.03.1(3)/4.03.2(3) ? Drainage 4.03.l(4)/4.03.2(4) E1 Surfacing and Maintenance4.03.1(5) and <br />(6)/4.03.2(5) and (6)[1 Reclamation 4.03.1(7)/4.03.2(7): <br />The widening of existing haul roads A-1 and D is complete. These roads were initially widened through the <br />Seneca II permit, but were reclaimed. Road B, Road F, and the southern portion of Road D construction was on- <br />going at the time of the inspection. No problems were noted. Existing roads in and around the facilities area were <br />stable with water being applied for dust suppression. No problems were observed. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Sage Creek bond release SL-1 was conducted prior to this complete coal inspection. On reclaimed lands no <br />damage was noted on slopes due to spring run-off. No substantial patches of bare ground were observed and the <br />mine site displayed good vegetative growth. Reclaimed drainages were stable with no problems noted with the <br />exception of the following: <br />- Houndstouge was observed in and on the out slopes of established drainages SIIPM-6, SIIPM-4, SIIPM-9, <br />SIIPM-11 and SIIPM-22. <br />REVEGETATION - Rule 4.15 <br />? Vegetative Cover; Timing: <br />The revegetated portions inspected displayed good vegetative cover throughout. No substantial areas of bare <br />ground were observed. No problems were noted with the exception of the following: <br />- Numerous patches of white top of various sizes (5'X5' to 50'X50') were observed on the eastern slope of Haul <br />Road E-1 and in established drainages SIIPM-6, SIIPM-22, and SIIPM-4. <br />- Houndstounge rosettes were observed throughout the site with no large patch observed, but sporadic individual <br />rosettes throughout. <br />These weeds must be managed as required in the PSCM permit. <br />SUPPORT FACILITIES - Rule 4.04: <br />No new facilities have yet to be constructed on site. Previously constructed facilities are stable with no problems <br />noted. The entire North Facilities Area has been cleaned of all non-coal waste and, according to PSCM personnel, <br />currently being brought up to MSHAs current regulations. <br />Number of Partial Inspection this Fiscal Year: 8 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 4 of 10 <br />
