MANAGEMENT <br />The DRMS' letter dated May 24, 2011 transmitted its adequacy comments regarding TR- <br />61. Following are Snowcap's responses to the DRMS' comments and concerns: <br />DRMS: Snowcap Coal Company (SCC) has demonstrated that the untreated <br />drainage from the South Portal (Roadside Refuse Disposal and Borrow Areas) <br />and from the North Decline disturbed areas will contribute fewer suspended <br />solids to streamflow or runoff outside the permit area than untreated drainage <br />from the natural surrounding premining area. This was accomplished by a soils <br />loss comparison between these disturbed locations and corresponding non- <br />disturbed reference areas using the Universal Soil Loss Equation. However, <br />SCC must also provide a demonstration that the quality standard requirements <br />applicable after the sedimentation ponds and treatment facilities are removed, if <br />any, for receiving streams. To fully comply with the requirements of 4.05.2(2) <br />please provide an appropriate water quality demonstration that the untreated <br />drainage from both the South Portal and North Decline areas meet the applicable <br />State and Federal water quality standard requirements after the treatment <br />facilities are removed. <br />SCC: Additional information has been incorporated at the bottom of new <br />Appendix pages A14-12-4 and A14-12-7 addressing quality of the untreated <br />drainage from the disturbed areas at the South Portal and the North Decline. <br />Sincerely, <br />Ton a : nd <br />Y , <br />Owner's Representative <br />Enclosures: Revised appendix pages A14-12-4 and A14-12-7 <br />cc: DRMS Denver, Mesa County Clerk, BLM, SCC File <br />
