Director <br />Subject: Seneca 11-W Mine (Permit No. C-1982-057) <br />TIC -73 — Pond 016 Area Slide Remediation Plan <br />2 °d Adequacy Review — Engineering / Geotechnical <br />Pursuant to your request, I have reviewed Seneca Coal Company's (SCC) May 3, 2011 response <br />to the Division's Preliminary Adequacy Review of TR-73. With respect to Engineering / <br />Geotechnical matters, the response includes a revised introductory narrative to Attachment 20-D, <br />and revised Exhibit 20-D.2, Sheets I and 2 of 2. <br />My comments of March 24, 2011 are repeated below, with the addition of identifying numbers <br />used in the PAR dated April 5, 2011. <br />Prior to backfilling Pond 016A, the pond must first be dewatered, and all saturated soils <br />must be removed (NWCC text says "stabilized", but no details are provided) from pond <br />bottom and in-slopes. <br />for the backfilling of Pond 01". This item has been satisfactorily addressed. <br />2.
