instructed during the inspection to establish sediment control measures as designed, or request <br /> a revision to propose alternatives if the currently approve measures cannot be implemented. It <br /> did not appear that activities to date had resulted in sediment leaving the site and no off-site <br /> impacts were apparent. No erosion or evidence of instability was observed. <br /> West Portal Explosives Area <br /> The West Portal Explosives Area (Powder house and Caphouse) is the former location used for <br /> explosives storage. The .76 acres of disturbance was reclaimed in 2006. Control of runoff <br /> from the area was discussed in the cover letter for TR-23 in response to Ten-Day Notice 91-02- <br /> 370-003. The operator pointed out in that letter that the area was up gradient of a clean water <br /> diversion ditch that emptied out into a large sump area prior to entering a culvert that would <br /> pass flow to the Purgatoire River. A rough calculation and estimate provided by the operator of <br /> both the sump area and the small amount of possible storm runoff indicated the sump area <br /> would easily contain any storm runoff. It was also stated by the operator that the sump could <br /> be constructed at the location of the disturbance, if necessary. The area is also mentioned in <br /> the Stormwater Management Plan in Exhibit 22 of the approved permit under Part 2, items #8 <br /> and #9 and in the table included in Part 5, item b. The area is not shown as an SAE on Map 12 <br /> West Portal Area — Roads, Utilities, and Facilities, 3/24/2011 of the approved PAP. Field <br /> inspection found a well vegetated area (see photographs) and some evidence that alternative <br /> sediment control measures were implemented at some time in the past, likely at final <br /> reclamation in 2006. No erosion or evidence of instability was noted. <br /> Access Roads to SAE Areas <br /> While this category of SAE was included in the Stormwater Management Plan in Exhibit 22 of <br /> the approved permit under Part 2, item #13 and in the table included in Part 5, item b, access <br /> roads do not normally fall under Rules 4.05.2(3) for small areas not reporting to sediment <br /> ponds. Access roads are covered by Rule 4.03 and not considered SAE's. However, for those <br /> areas like the West Portal Pumphouse and the West Portal Water Tanks where small sections <br /> of roads were used to access the site, these areas were found unremarkable and identical with <br /> the observations of the site(s) themselves. <br /> 8 <br />
