alluvial ground water is subject to the Interim Narrative Standard of the Basic Standards for <br />Ground Water, CWQCC Regulation 41 and, therefore, needs a ground water point of compliance. <br />Rule 4.05.13(1)(c) requires monitoring of ground water when surface mining activities may affect <br />ground water systems on or off the permit area. The discussion of probable hydrologic <br />consequences in the PR-03 submittal describes potential dewatering of bedrock units during <br />mining, and possible migration of coal spoil leachate from pit backfill into downdip bedrock units <br />after mining is completed (pitwall seepage). Dewatering and leachate migration are affects on <br />ground water systems on or off the permit area; therefore, bedrock ground water monitoring is <br />required under Rule 4.05.13(1)(c). Please propose a bedrock monitoring well that is properly <br />located for detecting changes in ground water quantity and quality caused by the dewatering and <br />leachate migration. <br />7. DRMS will complete its review of the proposed hydrologic monitoring plan after receiving the <br />requested changes to ground water monitoring and calculations of pitwall seepage, spoil <br />saturation, and spoil spring discharges. <br />
