Hickenlooper <br />Governor, <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director/State Engineer <br />Re: Parkdale Project, Substitute Water Supply Plan <br />DRMS File No.97-054 <br />Section 12, T18S, R72W, 6th P.M. <br />Water Division 2, Water District 12 <br />Approval Period: October 1, 2009 - September 30, 2011 <br />Dear Mr. Buechner: <br />We have received your January 7, 2011 letter (a revised letter from that dated <br />September 29, 2010) requesting the renewal of a substitute water supply plan (SWSP) for a <br />quarry and sand and gravel mine, known as the Parkdale Project, operated by Front Range <br />Aggregates, LLC. The most recent SWSP approval letter was dated October 14, 2008. <br />Updated engineering has been provided in support of this request. The mine is permitted with <br />the Division of Reclamation, Mining, and Safety under File No. M-97-054. The $257 renewal fee <br />has been accepted with receipt no. 3642195 for the 2009-2010 approval period, with an <br />additional $257 renewal fee accepted with receipt no. 3647542 for the 2010-2011 approval <br />period. <br />PLAN OPERATION <br />According to a letter dated October 1, 2009, mining at the Parkdale Project is projected <br />to continue for approximately 8-12 years in the alluvium, and approximately 30 - 40 years in the <br />granite quarry. In that letter, Front Range Aggregates indicated that mining below the water <br />table will not occur on a consistent basis during the first year of this renewal (October 1, 2009 to <br />September 30, 2010). It is assumed that mining below the water table will not occur on a <br />consistent basis during the second year of the renewal (October 1, 2010 to September 30, <br />2011). Water is currently used at the site for dust control and gravel washing. Evaporation will <br />occur from exposure of 0.5 acres of water at the settling ponds, 0.1 acres in the gravel washing <br />pond, and 1.0 acre in the dewatering trenches on site. You estimated that 258,405 tons of raw <br />material was mined during the 2009-2010 approval period, and projected that 283,936 tons of <br />raw material will be mined during the 2010-2011 approval period. Your attached Table 1 shows <br />the evaporative consumptive use calculations (4.23 acre-feet per year), and your Table 2 shows <br />the calculations for water consumed by site operations (13.73 acre-feet for 2009-2010, 14.48 <br />acre-feet for 2010-2011). The attached Table 3 shows the SWSP operational summary from <br />October 2009 - December 2010.
