Pineda <br />Director <br />The Division of Reclamation, Mining, and Safety has begun review of United's request for a technical revision, TR- <br />06, to the Rozman Pit permit. The revision request will address a revision to the mining and reclamation plans, and <br />permit area configuration. A preliminary review notes areas that need clarification. Please address the following: <br />1. The maps provided give clear details of the areas to be disturbed. However, a portion of the permit area <br />needing additional reclamation in the southeast has been omitted from submitted maps. Please clarify <br />that the permit boundaries for this area are unchanged. A smaller scale map denoting the new permit <br />boundaries after the TR and AR are approved is requested. <br />2. The new configuration of the pit and supporting documentation does not indicate how stormwater is <br />addressed. Please clarify that United is amending its SWMP with CDPHE and outline what measures are <br />or will be in place to prevent sedimentation / erosion issues into the Slate River. <br />3. Maps indicate a batch plant and 3 acre support area. Staff has discussed with United an amendment to <br />change the final reclamation from rangeland to industrial. However, a review of the original permit and <br />subsequent amendments, and revisions does not indicate such activities were ever included and <br />approved by the Division. Please submit documentation supporting that a batch plant was approved for <br />use in the permit area. If no documentation exists, the Division notes the current plant on site is not <br />covered by the reclamation bond. However, a pending amendment to change the post mine land use of a <br />section of the permit and relocate the plant to that area is planned.
