Pirheda <br />Greenwood Village, CO 80111 Director <br />RE: Fourth Adequacy Letter for a 112d-1 Application, Amended ,FC =01, <br />Wildcat Mining Corporation, May Day Idaho Mine Complex, File No. M-1981-185. <br />Dear Mr. Robinson: <br />Please be advised the amended CN-01 may be deemed inadequate and may be denied on June <br />21, 2011, unless the adequacy review items listed below, as well as those identified in the <br />Division's third adequacy letter, dated May 3, 2011, can be addressed to the satisfaction of the <br />Division. Subsequent to receipt and review of the Applicant's response to these items the <br />Division may identify additional issues. <br />In the Division's third adequacy letter, under adequacy item number 17, the Division <br />indicated additional adequacy issues regarding the proposed plans for repair of the <br />collapsed portal at the May Day 1 would be forthcoming. Division staff member Tim <br />Cazier has completed his review of the proposed plans and has provided a review <br />memorandum, which is attached to this correspondence. Please address the adequacy <br />issues identified by Mr. Cazier in the attached review memorandum dated May 25, <br />2011, "May Day & Idaho Mine Complex - Portal Repair Comments to April 18, 2011 <br />Adequacy Responses, Permit No. M-1981-185/CN-01." <br />2. In the Division's third adequacy letter, under adequacy item number 21, the Division <br />indicated additional adequacy issues regarding the proposed blasting plan would be <br />forthcoming. The Division's engineering staff has completed its review of the blasting <br />plan and has identified the following adequacy issues. <br />There is discussion in the permit application submittals of blasting in accordance with <br />the Scaled Distance Equation, but no clear commitment to do so. A clearly worded <br />commitment must be provided to conduct blasting in accordance with the Scaled <br />Distance Equation as follows: <br />The maximum weight of explosives to be detonated within any 8-millisecond period <br />may be determined by the formula W = (D/Ds)2 where W = the maximum weight of <br />explosives, in pounds, that can be detonated in any 8-millisecond period; D = the <br />Office of Office of <br />Mined Land Reclamation Denver,,!
