Introduction <br />In 2007 Colowyo relocated Tri -State Generation and Transmission Association, Inc., <br />(Tri- State) 138 kV power line to facilitate opening of the South Taylor pit for mining. <br />Colowyo worked in concurrence with Tri- State, the Bureau of Land Management <br />(BLM), and Colorado Division of Reclamation, Mining, and Safety ( CDRMS), to ensure <br />this relocation complied with all applicable state and federal regulations and was <br />permitted and approved by CDRMS under minor revision 87. <br />In June of 2010, Colowyo applied for Phase III bond release on 987.32 acres of the <br />West and East Pit respectively. The Tri -State relocated power line right of way <br />intersects the bond release area in the East Pit in Sections 3 and 10. Please see Figure <br />1. <br />Demonstration <br />The purpose of this evaluation is to demonstrate that Colowyo has no issues or interests <br />in the power line right of way and Tri -State does not object to the bond release. Figure <br />2 provides documentation from Tri -State releasing Colowyo of all interest in the power <br />line and expresses that Tri -State has no objections to the bond release application. <br />• <br />Exhibit 1A -2 Revision Date: 4/13/11 <br />Revision No. TR -90 <br />
